There are folks in Europe who take procreation seriously; sadly, it is not the Europeans themselves but the Mohammedans who have been flooding into Europe over the past 25 years.
At least Russia has recognised the severity of the problem--they even had a national holidy to encourage folks to stay home and make babies (http://www.msnbc.msn.com/id/20268426).
